Delhi Pollution: The fourth GRAP-4 phase, or Graded Response Action Plan, was implemented by CAQM following the recurrence of severe pollution in Delhi-NCR. Delhi-NCR’s pollution levels have once again risen to a critical level. The Graded Response Action Plan, or GRAP-4, is the fourth phase that the Commission for Air Quality Management (CAQM) has implemented as a result. This afternoon, the third GRAP phase was put into action. Under this, numerous limitations have been put in place.
Delhi’s average AQI crossed 400 at 10 p.m. today (December 16) after reaching 399 at 9 p.m., according to CAQM. Due to unfavorable weather and calm winds, air pollution in Delhi-NCR increased, prompting the CAQM subcommittee for GRAP to call an emergency meeting.
These limitations will be in effect in Grape Four.
Truck entry is prohibited in Delhi. The only vehicles permitted entry into Delhi will be those transporting necessities. In addition, trucks with electric, CNG, and BS six engines will not be charged.Prohibition of BS four heavy-duty vehicles (HGVs) registered in Delhi. The only vehicles exempted are HGVs that transport necessities.
Building and demolition will be strictly prohibited. All ongoing construction projects, including those pertaining to power distribution, flyovers, overpasses, and national highways, will remain closed. Classes six through eleven will also be taught in Delhi, Ghaziabad, Noida, Greater Noida, Faridabad, and Gurugram in a hybrid (online and offline) format.
Directive to allow half of the workforce in both public and private sectors to work from home. Directives for the state governments to make a choice regarding the NCR.
The central government may also decide to allow its employees to work from home.
The NCR state governments have the authority to decide whether to implement odd-even scheduling, close colleges, and temporarily halt non-essential business operations for a short period.
Guidelines for law enforcement and other agencies
The implementation of this has been mandated by CAQM to the transport department, police, traffic police, and related agencies of the states that are associated with Delhi and NCR. The CAQM reports that during the winter, the air quality stays in the severe category for an extended time.
Rules of grap-3
In Delhi-NCR, four-wheelers with BS-III petrol and BS-IV engines were not allowed to be used under GRAP-3. Vehicles using BS-IV diesel were prohibited from entering Delhi with goods. Up until class V, schools were told to conduct instruction in hybrid mode.
Polluting construction and demolition projects will continue to be closed. Projects pertaining to necessities such as hospitals, trains, metro, etc. are excluded. In addition, cars transporting building supplies will not be allowed. Every stone crusher will shut down. Mining and associated activities will always be prohibited.
The rules were changed on December 14
This prohibits the entry of other diesel-powered buses traveling from other states via the National Capital Region (NCR) into Delhi, except BS six diesel-engine, electric, and CNG buses. This clause was previously present in Grape 3. But it’s now a part of Grape 2 according to CAQM. Simultaneously, Grape-3 now follows the rules of Grape-4.
